MESSAGE FROM MFCB PRESIDENT SHELLEY JUSTICE

Greetings, MFCB Members and Friends,

It’s that time of year again, and our Annual Membership Drive is once again in full swing. Of course, I am making my plans to renew my membership, as I sincerely hope all of you reading this are planning to do. I also hope we will be getting some new members. I believe that to join or to renew is a commitment. I also believe that there is more to this commitment than just attending a Meeting now and then, or showing up for a social Luncheon. It also means working with the organization to achieve its goals and helping out with projects to the best of one’s ability.

With that in mind, I urge each of you to really make an effort to attend the White Cane Day Event. Of course, I realize that there are those members who have jobs or other commitments that supersede any organizational ties, and this makes it impossible for those Members to attend. However, we have plenty of Members who have plenty of time on their hands and could easily take the time to show up for this important event. All of the local organizations who are involved with the blind community are working hard to plan and carry out this event. As MFCB Members, we need to let our faces be seen and our voices be heard.

I will have all of the details by the time of our October General Meeting. It will take half a day at most. As your President, I am asking you to please commit half of one day, October 15th, to come out, stand and be counted with MFCB at the White Cane Day Event. Let us, as an organization, show our city that we are all truly advocates for change in the blind community.

I hope to see you all at the October General Meeting.

NEXT MFCB GENERAL MEETING

The next General Meeting of MFCB will be at William Booth Tower, 633 Lake Dot Circle, Orlando, FL, 32801, on Saturday, October 6th, and Saturday, September 8th, 2007, from 12:00 PM to 2:00 PM. The phone number at William Booth Tower is (407) 843-5533. It is highly recommended that if anyone uses paratransit, please plan your rides accordingly.

As of the time this issue went to press, there is no Guest Speaker scheduled for the October General Meeting. However, a possible theme for discussion is Support Groups. For more information, please contact 1st Vice President Jack Jordan at (407) 895-7352.

MFCB AUGUST AND SEPTEMBER GENERAL MEETING REVIEW

The following is a review of the last 2 General Meetings of MFCB. The first part will focus on the one held in August, while the second will deal with September.

17 Members and Guests attended the MFCB August General Meeting, held on August 4th at William Booth Tower in downtown Orlando. After the Pledge of Allegiance, MFCB President Shelley Justice had Members and Guests tell briefly what they did over the summer so far. She then apologized to the Executive Board that there was no Board Meeting, as she was just moving and her e-mail situation was in the middle of being changed. Shelley gave out to those in attendance her new information:

After the Secretary's and Treasurer's Reports were read and approved, Shelley opened the floor for committees to report. For the Membership/Telephone Committee, Membership Secretary Jay Bader said that the Annual Membership Drive is under way, adding that any Members who wish to renew their membership can do so after the General Meeting or at any of the next 3. He added that the deadline is November 15th. Jay also reported of the concern that many cassette subscribers to THE MID-FLORIDA VOICE are not getting their tapes returned. With the fact that the cassette issues are sent, like Talking Books, on an honor system, Shelley added that those subscribers can be dropped if they do not follow through and send tapes back for their next use. This caused plenty of discussion, with Treasurer Dan Spoone saying that MFCB has plenty of money reserved so more tapes could be purchased.

Jay then said that the boxes for sending those tapes is also a problem as there are no spares left after the lack of return tapes. Sheila Young said she can find some older boxes if necessary. Shelley then ended the discussion by reminding Members who do want to receive the MFCB Newsletter on cassette that they need to do their part and remember that these tapes are not to be kept, compared to the other ACB-affiliated Newsletters. She added that in the next few years, MFCB may also have to consider a transition to a more digital format, at least to CD, for an audio version of THE MID-FLORIDA VOICE, especially since new blank cassettes are becoming harder to find.

Refreshments Coordinator Jackie Gideons then announced the she needed someone to help with refreshments. She thanked Leslie Spoone, David and Patti Land and Jay for their help with August, as well as Pat Spoone for serving those in attendance. For September, Sheila and Shelley offered to help with food and drink, with Leslie bringing cookies.

With no other Committees reporting, and no Old Business to discussed, talk then turned to New Business. 1st Vice President Jack Jordan first wanted to make sure that the next MFCB General Meeting would take place on Saturday, September 8th, a William Booth Tower. This was approved, pending that Jim Lamb would be able to have the meeting room reserved for it. Sheila then mentioned that the local Blind Bowlers Association would be beginning their next season on Wednesday, September 5th. The bowling would be held from 3 to 5 PM at Carter Family Bowling in Winter Garden, and would run for 30 weeks. She added that the times could be 4 to 6 PM as well. For more information, Sheila asked that Members contact Chuck Graham.

Talk then focused on MV Transportation and Access Lynx. A motion was made and seconded for MFCB to show appreciation to them for all the effort made in paratransit for Central Florida, and there were various ideas talked about to show that appreciation, such as a plaque and cake. Sheila said that the National Federation of the Blind-Greater Orlando Chapter (NFB-GOC) was awaiting what MFCB would do before moving forward on this issue. The motion was approved.

Jack said that this appreciation should especially shown to the drivers and dispatch; however, he would not support the same appreciation being shown to management of these companies. Jim thought that a Driver of the Month award should be considered. Patti then added that this should be done in conjunction with White Cane Safety Day. Shelley then ended this discussion, with the agreement of Members in attendance, by saying that MFCB would especially show appreciation to the drivers with plaques and details would be finalized at the September General Meeting.

Shelley then turned to what was being done for White Cane Safety Day, which is Monday, October 15th. Immediate Past President Rachel Bader said that there would be a White Cane Safety Event on Monday, October 15th, from either 10:30 AM to 12:30 PM or 10 to 1, to take place in downtown Orlando. Representatives from the Central Florida Advocates for Accessible Public Rights-of-Way (CFA), especially the Chairperson for that panel, Dianne Ketts of Lighthouse Central Florida (LCF), were looking at holding activities at one location, which will be determined shortly. More should be known by the September General Meeting. She added that there would be a Proclamation from the City of Orlando, Mayor Buddy Dyer could be attending and as in past years, candy canes with Florida’s White Cane Law would be ready to hand out. Rachel and Shelley both later said that the next planning meeting for the White Cane Day Event would be on August 20th at 12 NOON at LCF.

The August fundraiser was a 50/50 raffle, which raised $28.00. The $14.00 prize was won by Sheila Young.

After the Business portion of the Meeting adjourned, the following Door Prizes were awarded, with the names noted who won each of them:

Congratulations to all Door Prize Winners!

1st Vice President Jack Jordan then reminded Members about the Guest Speakers for the September General Meeting, as Sherri Brun, President of NFB-GOC, and Dwight Sayer, Immediate Past President of NFB-GOC, would talk with the organization. Jack wants to have open dialogue and discussion with NFB-GOC, and this would be a good way to do so. He asked for ideas to bring to next month's Meeting, which spanned quite a few issues related to stances of each organization on a national level as well as how the local organizations work together.
For the Guest Speakers at the August General Meeting, Jack allowed Members to bring in their high-end and low-end technology. It was dubbed "High-Tech Low-Tech Show and Tell." Many Members talked and demonstrated their equipment, which was well-received by all who attended.

25 Members and Guests attended the MFCB September General Meeting, held on September 8th at William Booth Tower in downtown Orlando. After the Pledge of Allegiance, MFCB President Shelley Justice requested that the Secretary’s Report be waived, as Recording Secretary Larry Turnbull was not in attendance due to the passing of his uncle. That request was approved, with Membership Secretary Jay Bader and Nicole Hugues offering to take notes for the minutes of this month's General Meeting.

After the Treasurer's Report was read and approved, Shelley opened the floor for committees to report. For the Membership/Telephone Committee, Membership Secretary Jay Bader said that the Annual Membership Drive is beginning to bring in New Members, adding as in the previous General Meeting that any Members who wish to renew their membership can do so after the General Meeting or at either the October or November General Meeting. He reminded those in attendance that the deadline is November 15th.

Jay also reported for the By-Laws Committee that if anyone has any amendments to bring forth, they should do so as any approved amendments would be brought to the FCB Mid-Year Board Meeting in November for the state Constitution and By-Laws Committee to approve.

For the Sunshine Committee, Sheila Young apologized for some of the recent birthday cards being sent out later than planned due to her recent ankle injury, but she added that they are being sent out. Also, Leslie Spoone announced for the Fundraising Committee that due to Betty Sparrow being unable to attend the Meeting as she received a recent contact from Local 6 and conducting a news interview with the station regarding her support group, there would be a 50/50 Raffle. She then said that Betty will return in October with a fun fundraiser.

Refreshments Coordinator Jackie Gideons then expressed concerns for the lack of new volunteers assisting with refreshments during the General Meetings. She then requested volunteers to help with refreshments for the October General Meeting. Nicole Hugues offered to bring chips, while Scott Larson will bring drinks. Leslie said she will have cookies for October. Jackie added that for the November General Meeting, pizza will be served, while in December, there will be the Annual Holiday Luncheon, which will take place at a yet-to-be-determined location.

For Old Business, talk focused on White Cane Safety Day, as the Event will be held on the day of the occasion itself, Monday, October 15th, from 10:30 AM to 1:30 PM at the intersection of Orange Avenue and Michigan Street in south Orlando. Shelley said that she would like to see as many Members as possible attend this Event, and Members do not have to cross streets to take part. Sherri Brun, President of the National Federation of the Blind-Greater Orlando Chapter (NFB-GOC), who was a Guest at the Meeting, said that each corner of the intersection is being reviewed. Also, food and refreshments would be served at this year's White Cane Safety Event, with T-shirts being offered to wear for the occasion as well. It was also said that these T-shirts, which will have silhouettes of white cane users and guide dog users on the front and logos of all participating groups and organizations on the back. These will have the following phrase in white with red lettering: "STOP! It’s the law. Central Florida - A White Cane Community," and would be made available even to those who will not be able to attend.

Sherri also said that Metroplan and Florida Hospital will be funding this year’s Event, with Orange County Commissioner Mildred Fernandez being involved in the Event as well. There will be another White Cane Day Planning Meeting at Lighthouse Central Florida on Tuesday, September 25th, which Shelley said she plans on attending. Final details for the White Cane Safety Event will be announced at the October General Meeting.

Talk then turned to reviewing the Thank You plaque planned for presenting to MV Transportation at this year's White Cane Safety Event. Patti Land, as well as Sheila and 1st Vice President Jack Jordan, expressed concerns about the presentation, especially with the recent performance of the company in their local paratransit services. Shelley suggested that this be tabled, as this will be discussed at the next White Cane Day Planning Meeting, and then final word will be made at October General Meeting.

Under New Business, Shelley began by saying it’s not too early to begin planning for the 2008 FCB Convention, which will take place in Jacksonville. Per FCB President Debbie Grubb, Shelley wanted to know if MFCB was interested in taking part in use of a chartered bus to take Members to the Convention, with the bus leaving the Thursday of the Convention and returning on Sunday. After some show of interest, Shelley determined that there was enough interest for MFCB to participate with the chartered bus. Nicole added that she can provide info on paratransit in Jacksonville, while Treasurer Dan Spoone said that there is a train that goes there as well.

Also, Shelley announced that FCB Convention Raffle Tickets will be made available after the FCB Mid-Year Board Meeting in November, which 2nd Vice President Bill Freeman will be overseeing as Raffle Chairperson. After that announcement, Jay then made a motion that with this year's FCB Mid-Year Board Meeting taking place during the first weekend in November, the November General Meeting would be moved to the second Saturday, which would be November 10th. The motion was approved, pending Jim Lamb making sure the Meeting Room at William Booth Tower was available for that day.

Jackie made a motion concerning funding for the MFCB Board Representative in attending the Mid-Year Board Meeting, as she would like to see the MFCB President properly compensated. Shelley said this is a line item already in the MFCB Budget and has been in the budget annually. Dan then added that he will make sure a check gets to Shelley for compensation.

Jack Jordan announced that per the MFCB By-Laws, it was time to for the Nominating Committee. This committee would make recommendations for Officers to be elected at the November General Meeting. The nominees would be announced in October. Leslie expressed interest in participating in the Nominating Committee.

The 50/50 raffle was then announced to have raised $41.00. Two prizes were then awarded. The $16.00 prize was won by Patti Land, while a $5.00 prize was won by Gay Elliott, who was a Guest at the Meeting.

After the Business part of the Meeting adjourned, the following Door Prizes were awarded by Dan Spoone, as his father Bill was not able to attend due to a prior commitment in Tennessee (the names are noted after who won each of them):

Sherri announced that Dwight Sayer, Immediate Past President of NFB-GOC, would have been in attendance but could not due to a death in the family. She gave a brief history of NFB as well as of the local NFB Chapter. There were many issues discussed, especially regarding the successful working relationship between MFCB and NFB-GOC and the continuing differences between ACB and NFB with issues on a national level. It turned to be a worthwhile opportunity for dialogue between Sherri, Kirk and all in attendance.

WHITE CANE DAY 2007 FAST APPROACHING

White Cane Safety Day is October 15th, a day to make those who are not visually-impaired of the laws that protect those with visual impairments in their local area. And in the Orlando Metropolitan Area, MFCB is proud to be part of this annual observance.

On Monday, October 15th, 2007, there will be a White Cane Safety Day event to take place at the intersection of Orange Avenue and Michigan Street on the south end of Orlando. It is scheduled from 10:30 AM to 1:30 PM. There will be blind and visually-impaired people demonstrating to the public how a busy intersection can be effectively and competently crossed with the use of basic skills, guide dogs and/or white canes. A representative from the Orlando Mayor's Office will present a City Proclamation to celebrate White Cane Safety Day in Orlando, and there may be legislators from the City of Orlando and Orange County that will be involved in the activities as well.

This year's White Cane Safety event is being organized by the Central Florida Advocates for Accessible Public Rights-of-Way (CFA). MFCB Members are part of CFA, along with those in the National Federation of the Blind-Greater Orlando Chapter (NFB-GOC), Blinded Veterans Association, Lighthouse Central Florida and other disability organizations in the Orlando area. This is one of many efforts that MFCB is proud to be a part of in CFA, with Accessible Pedestrian Signals (APS) the next step as part of the ongoing work being done by CFA. During this event, it may not be surprising if, since Orange and Michigan does not have one, that discussion takes place about the need for APS in the city of Orlando.

Also, candy canes will be given out that will include a small copy of Florida's White Cane Law, 316.1301. Refreshments will be served, and T-shirts will be given out to those who participate at this year's White Cane Safety Day event.

MFCB encourages its Members to attend and take part in what should be another successful day of activities in recognition of White Cane Safety Day in the Orlando area.

FLORIDA WHITE CANE LAW

The events of the annual White Cane Safety Day center around making the public aware of the laws that protect those who are blind and visually-impaired in navigating the busy streets and intersections in their local area. Florida has, as many states also do, its own White Cane Law that specifically states who is protected by this law as well as the penalties for violating it. The following is reprinted with permission from the author, as it has been printed previously:

WHITE CANE LAW PROTECTS BLIND PEDESTRIANS (OCTOBER 15TH FLORIDA WHITE CANE DAY): VIOLATION OF THE WHITE CANE SAFETY LAW AS A PUNISHABLE OFFENSE by Carl F. McCoy (Past President of FCB)

There is little doubt that the American intersection is becoming more and more hazardous to blind pedestrians. In one recent week alone, there were five incidents of persons struck by motor vehicles resulting in one being killed and the other four being seriously injured. With ever-increasing traffic volume everywhere, hearing about a person who is blind becoming a traffic victim somewhere in the U.S. is almost a daily occurrence.

As a countermeasure, many states have adopted legislation designed to protect this vulnerable group who must cross busy streets to conduct their daily activities. Florida Statute 413.07 is named "Traffic Regulations to Assist Blind Persons" and states:

1. It is unlawful for any person, unless totally or partially blind, or otherwise incapacitated, while on any public street or highway, to carry in a raised or extended position a cane or walking stick which is white in color or white tipped with red.

2. Whenever a pedestrian is crossing or attempting to cross a public street or highway, guided by a dog guide or carrying in a raised or extended position a cane or walking stick which is white in color or white tipped with red, the driver of every vehicle approaching the intersection or place where such pedestrian is attempting to cross shall bring his vehicle to a full stop before arriving at such intersection or place of crossing and before proceeding shall take such precautions as may be necessary to avoid injuring such pedestrian.

3. Nothing contained in this section shall be construed to deprive any totally or partially blind or otherwise incapacitated person not carrying such a cane or walking stick, or not being guided by a dog, of the rights and privileges conferred by law upon pedestrians crossing streets or highways; nor shall the failure of such totally or partially blind or otherwise incapacitated person to carry a cane or walking stick, or to be guided by a guide dog upon the streets, highways, or sidewalks of this state, be held to constitute, or be evidence of, contributory negligence.

4. Any person who violates any provision of this section shall be guilty of a misdemeanor of the second degree, punishable as provided in section 775.082, section 775.083, and section 775.084.

Since there seems to be little public awareness that violating the legal rights of blind pedestrians is a punishable offense, we urge that every driver in Florida, both residents and visitors, at least learn and observe this law. If it would enhance their sensitivity to mentally place themselves in the role of the unsighted, they might imagine being blindfolded and told to "Now, cross the street." Would a careless or reckless driver have a clearer insight into the plight of the blind and observe safety?

October 15th is traditionally designated as National White Cane Safety Day. We, the members of the Florida Council of the Blind, challenge Florida's drivers to observe the rights of blind pedestrians, and indeed all pedestrians, to take into account the lives of these courageous pedestrians and respect those who carry a white cane or are led by a guide dog.

FCB E-MAIL DISCUSSION LIST AND VOICE CHAT ROOMS

Florida Council of the Blind (FCB) is proud to have its members throughout the state participate in a couple of ways on the Internet. The FCB E-mail Discussion List is a way for members, locally and statewide, to express themselves freely on a variety of issues. These can range from those on a local level to issues on a state or even national platform.

MFCB encourages all Members with E-mail and Internet access to sign up and participate in the various discussions as well as maybe even starting a few. And FCB has 2 improved voice chat rooms for members of the organization. One of these is for General chat, the other is for the FCB Board and its respective committees to meet. Everyone is invited to sit in on these chats, especially to participate with those in the General chat room.

2007 FCB MID-YEAR BOARD MEETING RETURNING TO MFCB COUNTRY

For the past four years, the Florida Council of the Blind (FCB) has been proud to hold its Mid-Year Board Meeting in the Orlando area. The 2007 FCB Mid-Year Board Meeting will take place for the fifth and final consecutive year at the Sheraton Safari in Lake Buena Vista, from Friday, November 2nd, to Sunday, November 4th, 2007.

The address at the Sheraton Safari Hotel is 12205 Apopka-Vineland Road, Orlando, FL 32836. The hotel's rate for rooms is $86.00 per night, with the cutoff date for reservations of Wednesday, October 3rd, 2007. To make reservations, call 1-800-423-3297, and remember to state that you are a member of the Florida Council of the Blind Group Board Meeting.

If you have never taken the time and advantage to mix FCB business with a bit of Disney magic, this hotel gives you that opportunity. See the hotel's 79-foot Python, spectacular pool area plus hundreds of restaurants in all price ranges within walking distance make this a fun-filled opportunity. The group rate is good three days before and after our Meeting.

This is an opportunity for everyone throughout the state to see how the various committees within FCB operate, as well as get an idea of the direction the organization is headed for the next six months. As we get closer to the Mid-Year Board Meeting, MFCB invites all Members to spend at least one day, either the day of the Business Meeting on the 3rd or the Leadership Seminar on the 4th, to sit in and check out our state affiliate's activities.

AN INVITATION

One of our longtime Members of MFCB, Rebecca Letzkus, wanted readers of THE MID-FLORIDA VOICE to be aware of her ongoing project that she has been involved with for many years. Due to this commitment and many others she is part of, Rebecca is unable to attend current-day MFCB General Meetings or Luncheons. However, she still is a vital part of our organization and contributes in many ways, and the following information is important to share with you, in Rebecca's own words:

Several months ago, Matt Roberts submitted an excellent article describing the A. B. E. Class for the Blind. At this time, I wanted to take the opportunity to invite you to our weekly classes which started on August 22nd.

If you are interested in Braille, Type 'n Speak or Braille 'n Speak (training), and enjoy learning in an informal setting, please consider joining us. We also offer ways in which you can enhance your vocabulary.

MEMBERSHIP - from Jay Bader

The Annual MFCB Membership Drive is moving past its halfway point, with some positive response so far. Done in cooperation with the Bureau of Braille and Talking Book Library Services in Daytona Beach, those mailers are sent with the hope that there are those who receive it interested in becoming Members of MFCB.

There will be those who get this mailing that are already Members but please keep in mind that if you are a Talking Book subscriber in Orange, Osceola or Seminole County, this will arrive. So if you know someone who you think may be interested in becoming a Member of MFCB, or if they would like to donate to our organization, pass it along. Just as they do on the state level, donations are always gladly accepted.

Renewals on current MFCB Memberships are being accepted as well. These dues are $12.00 and payable by cash, check or money order, with the deadline for new Memberships or renewals on November 15th, 2007. If you cannot attend a General Meeting, or know someone who wants to join MFCB, checks and money orders can be sent to the following address:

Beginning in the November 2007 issue, we will recognize those who have decided to become Members of MFCB. We are proud to have them as part of our organization, and appreciate their decision to join the local Orlando area chapter of the American Council of the Blind.

For those who have the cassette issue, there is a noticeable change. I am no longer reading THE MID-FLORIDA VOICE due to my other commitments. However, what you are hearing is a RealSpeak voice. This took some time to find the best suitable one, so please contact me with your comments on the new reader of the MFCB Newsletter.

And I always accept submissions to THE MID-FLORIDA VOICE. All submissions for the November 2007 issue must arrive by regular mail or e-mail to me by the 15th of October as it will be prepared shortly after that. You will be properly credited with the submission.
