Hello Members and Friends of MFCB. It’s great to have seen so many of you at our September General Meeting after our Summer
break.
As October is upon us, we’re gearing up for another day of White Cane Safety Events to raise the awareness of pedestrian safety in
Orange County and surrounding areas. It’s exciting this year in that we again are joining forces with the Greater Orlando Chapter of NFB,
Blinded Veterans, Division of Blind Services, and Lighthouse Central Florida. You’ll be able to read more of the specific details about
what we’re doing in recognition of White Cane Safety later on in these pages but I just want to say here that it’s wonderful and refreshing
to see that all of our respective organizations can so easily unite together in observation of these all-important events.
At least on the local level, I don’t believe the blind of Central Florida, regardless of our organizational affiliation, are as unalike in our
ideas and our goals as some would have us believe. The more we can assist each other on united fronts such as this, the more we’ll
be able to successfully achieve to help better the lives of the blind and vision impaired of our community. It will be through continued
cooperative effort between our organizations again which will allow us to continue to work toward our future goal of accessible
pedestrian signals throughout our tri-county area. I applaud the efforts of all involved so far and look forward to successful and
informative White Cane Safety Events.
Speaking of united efforts, another fairly recent joint effort between NFB-GOC and MFCB was accessible voting access. Although it was
mandated that all counties have these systems available this year, we again, as both organizations united, have enjoyed a good
relationship with the supervisors of elections of Orange, Osceola, and Seminole counties in preparation to make this happen. I hope
that many of you during the primaries took advantage of the opportunity to independently cast a secret ballot for the first time ever in our
area. If you didn’t, I sincerely hope that you will consider giving it a try in November. My experience was pleasant and it felt good to finally
be able to do something our sighted counterparts have been able to do since voting started.
Hope to see many of you at both the MFCB October General Meeting as well as the White Cane Safety Events!

NEXT MFCB GENERAL MEETING
The next General Meeting of MFCB will be at William Booth Tower, 633 Lake Dot Circle, Orlando, FL, 32801, on Saturday, October 7th,
2006, from 1:00 PM to 3:00 PM. The phone number at William Booth Tower is (407) 843-5533. It is highly recommended that if anyone
uses paratransit, please plan your rides accordingly.
As this issue goes to press, there is no Guest Speaker scheduled for the October General Meeting. However, there will be much to
discuss as plans for White Cane Day activities on October 16th will be finalized, and the Nominating Committee will be reporting its
recommendations on MFCB Officers to be elected this November.
Also, Refreshments Coordinator Jackie Gideons is looking for people to contribute and assist with refreshments for the October General
Meeting. If you are interested, please let Jackie know as soon as possible by calling her at (407) 854-0304.

MFCB SEPTEMBER GENERAL MEETING REVIEW
16 Members and Guests attended the MFCB September General Meeting held on Saturday, September 9th, at William Booth Tower in
downtown Orlando. President Rachel Bader welcomed back Members in attendance and allowed them to tell what they did over the
Summer. Rachel also told of her recent experience with the Orange County Supervisor of Elections, Bill Cowles, as she was one of
only a few visually-impaired people given the opportunity to show the Orlando media how accessible voting will work in Orange County.
She urged Members to use these accessible voting machines in their local area the next time they vote so they can truly cast a secret,
independent ballot, as the machines work very well.
After the Secretary's and Treasurers Reports were read and approved, Rachel focused on plans that have been made for this year's
White Cane Safety Day. Due to October 15th being on a Sunday, it was decided that the events for White Cane Safety Day would be held
on Monday, October 16th (The locations and details are noted later in this issue.). Rachel said that one of the locations, which is in east
Orlando, was selected due to a request from one of the Orlando City Commissioners who is in support of awareness and concerns for
the blind and visually-impaired in Orlando. Jim Lamb said that with one of the locations, there should be bilingual people there as well,
since there are people who speak Spanish that are visually-impaired. 2nd Vice President Bill Freeman added that a Spanish radio
station will be at one of those locations as well for media coverage.
With the other location in downtown Orlando, tables will be set up for distributing flyers as well as candy canes with a bilingual copy
(English and Spanish) of the Florida White Cane Law. Jackie Gideons asked if there is a possibility of having FCB shirts for the event.
Rachel said she will look into it. Rachel added that she will remind Members about White Cane Day 2006 at the October General
Meeting and more information will be in the October 2006 MID-FLORIDA VOICE.
Due to the FCB Mid-Year Board Meeting being moved to the first weekend in November this year, Rachel also asked Jim Lamb if the
Meeting Room at Booth Towers would be available for the second Saturday, which would be November 11th, so MFCB could have its
November General Meeting then. Jim will check the room's availability and let Rachel know.
Then the Nominating Committee was formed in preparation for the upcoming election of MFCB Officers this November. 1st Vice
President Patti Land, who chairs this Committee per the MFCB By-Laws, asked Members in attendance who was interested so 3
Members could be on it. Jim Lamb, Leslie Spoone and Pat Spoone volunteered to be on this year's Nominating Committee, with Bill
Freeman offering to be a backup if necessary. The Nominating Committee will report its recommended slate of MFCB Officers at the
October General Meeting.
Rachel then opened the floor for other Committees to report. For the Membership/Telephone Committee, Membership Secretary Jay
Bader said that the Annual MFCB Membership Drive is under way, with a favorable response thus far. He told Members that renewals
are being accepted and can be paid after the General Meeting, with dues being $12.00. Membership deadline is November 15th, 2006.
Jay also announced that since Chuck Graham cannot continue to serve as Chair of the Transportation Committee, as with him being
selected to the NFB-Greater Orlando Chapter's Board, he can no longer participate within MFCB, a decision will have to be made shortly
as to who will chair the Transportation Committee. Rachel will review that situation shortly.

WHITE CANE DAY 2006 EVENTS
MFCB is proud to again be part of making the public aware of the laws that protect the blind and visually-impaired when crossing the
streets and intersections in the Orlando area. There will be two White Cane Safety Events on Monday, October 16th, as the actual White
Cane Safety Day of October 15th falls on a Sunday this year. MFCB Members are encouraged to take part in at least one of these events
as it is important for the public to be made aware of these laws. The following is from the actual press release for these White Cane
Safety Events, which is subject to change.
“Blind and Visually-Impaired of Orlando Demonstrate Intersection Crossing Skills at Two Orange County Locations to Celebrate
National White Cane Safety Day”
October 15th is National White Cane and Guide Dog Safety Day. Stop for blind and visually-impaired pedestrians carrying a white cane
or accompanied by a guide dog. “It's The Law” in all 50 States!
On Monday, October 16th, 2006, The Orange County Community Traffic Safety Team, The National Federation of the Blind-Greater
Orlando Chapter, working together with the Mid-Florida Council of the Blind, Lighthouse Central Florida, The Blinded Veterans
Association and the Florida Division of Blind Services, will come together to celebrate White Cane and Guide Dog Safety Day, which is a
day set aside each year to make the public aware of the laws regulating special accommodations and traffic laws for blind and
visually-impaired pedestrians and sighted drivers.
(Editor's note: the following information was changed after it was known that the first location was changed due to location concerns with
the original choice of location.)
Our group will first meet at the corner of Chickasaw Trail and Valencia College Way in East Orlando from 7:30 AM to 9:30 AM, where we
will have enforcement help from the Community Traffic Safety Team in navigating these street crossings. Blind and visually-impaired
people will demonstrate to the public how we can effectively and competently cross a busy intersection with the use of our skills, guide
dogs and/or white canes. We will pass out white candy canes with Florida’s White Cane Law, 316.1301, attached.
Our group will then travel downtown, where, between 11:00 AM and 1:30 PM, we will gather in front of the Orange County Commission
Building at Church and Rosalind Streets and again, in cooperation with the Orange County Community Traffic Safety Team, navigate a
street crossing, and pass out information. Also, representatives from the City of Orlando, as well as Orange County, will present White
Cane Day Proclamations. Several speakers are scheduled to talk regarding the history of White Cane Day and its impact on the blind
and visually-impaired of Florida. They will also be invited to join us in a few street crossings, and some candid discussions about the
need for Audible Pedestrian Signals!
MFCB looks forward to its Members as well as the public taking time to be part of these White Cane Safety Day 2006 Events.

FLORIDA WHITE CANE LAW
The events of the annual White Cane Safety Day center around making the public aware of the laws that protect those who are blind and
visually-impaired in navigating the busy streets and intersections in their local area. Florida has, as many states also do, its own White
Cane Law that specifically states who is protected by this law as well as the penalties for violating it. The following is reprinted with
permission from the September-October 2006 issue of the Florida Council of the Blind Newsletter,

WHITE CANE LAW PROTECTS BLIND PEDESTRIANS (OCTOBER 15TH FLORIDA WHITE CANE DAY): VIOLATION OF THE WHITE CANE
SAFETY LAW AS A PUNISHABLE OFFENSE by Carl F. McCoy (Past President of FCB)
There is little doubt that the American intersection is becoming more and more hazardous to blind pedestrians. In one recent week
alone, there were five incidents of persons struck by motor vehicles resulting in one being killed and the other four being seriously
injured. With ever-increasing traffic volume everywhere, hearing about a person who is blind becoming a traffic victim somewhere in the
U.S. is almost a daily occurrence.
As a countermeasure, many states have adopted legislation designed to protect this vulnerable group who must cross busy streets to
conduct their daily activities. Florida Statute 413.07 is named "Traffic Regulations to Assist Blind Persons" and states:
1. It is unlawful for any person, unless totally or partially blind, or otherwise incapacitated, while on any public street or highway, to carry
in a raised or extended position a cane or walking stick which is white in color or white tipped with red.
2. Whenever a pedestrian is crossing or attempting to cross a public street or highway, guided by a dog guide or carrying in a raised or
extended position a cane or walking stick which is white in color or white tipped with red, the driver of every vehicle approaching the
intersection or place where such pedestrian is attempting to cross shall bring his vehicle to a full stop before arriving at such intersection
or place of crossing and before proceeding shall take such precautions as may be necessary to avoid injuring such pedestrian.
3. Nothing contained in this section shall be construed to deprive any totally or partially blind or otherwise incapacitated person not
carrying such a cane or walking stick, or not being guided by a dog, of the rights and privileges conferred by law upon pedestrians
crossing streets or highways; nor shall the failure of such totally or partially blind or otherwise incapacitated person to carry a cane or
walking stick, or to be guided by a guide dog upon the streets, highways, or sidewalks of this state, be held to constitute, or be evidence
of, contributory negligence.
4. Any person who violates any provision of this section shall be guilty of a misdemeanor of the second degree, punishable as provided
in section 775.082, section 775.083, and section 775.084.
Since there seems to be little public awareness that violating the legal rights of blind pedestrians is a punishable offense, we urge that
every driver in Florida, both residents and visitors, at least learn and observe this law. If it would enhance their sensitivity to mentally
place themselves in the role of the unsighted, they might imagine being blindfolded and told to "Now, cross the street." Would a
careless or reckless driver have a clearer insight into the plight of the blind and observe safety?
October 15th is traditionally designated as National White Cane Safety Day. We, the members of the Florida Council of the Blind,
challenge Florida's drivers to observe the rights of blind pedestrians, and indeed all pedestrians, to take into account the lives of these
courageous pedestrians and respect those who carry a white cane or are led by a guide dog.

2006 FCB MID-YEAR BOARD MEETING RETURNING TO MFCB COUNTRY
For the past three years, the Florida Council of the Blind (FCB) has been proud to hold its Mid-Year Board Meeting in the Orlando area.
The 2006 FCB Mid-Year Board Meeting will take place for the fourth consecutive year at the Sheraton Safari in Lake Buena Vista, from
Friday, November 3rd, to Sunday, November 5th, 2006.
This is an opportunity for everyone throughout the state to see how the various committees within FCB operate, as well as get an idea
of the direction the organization is headed for the next six months. As we get closer to the Mid-Year Board Meeting, MFCB invites all
Members to spend at least one day, either the day of the Business Meeting on the 4th or the Leadership Seminar on the 5th, to sit in and
check out our state affiliate's activities.

ADULT BASIC EDUCATION FOR THE BLIND
For many years, longtime MFCB Members Marc and Rebecca Letzkus have participated in the Orlando community. Rebecca herself has
been involved with and currently runs a program that is beneficial to those visually-impaired citizens who need to learn the fundamental
skills so they can effectively take part in and enjoy what life has to offer.
MFCB Member Matt Roberts wanted readers of THE MID-FLORIDA VOICE to know a little bit about this program and submitted the
following:
Adult Basic Education for the Blind is a program that was started in 1972. It is part of the Orange County School system and meets
during the regular school year. Students can enroll in the program at any time during the year.
The class meets at the Cathedral Church of St. Luke at 130 N. Magnolia Avenue, Orlando, FL 32801. Any blind person in Orange,
Seminole, or Osceola counties is welcome to participate. The program teaches Braille technology (Braille 'n Speak, Type 'n Speak,
Language Master, and other useful devices), both for beginners and advanced students.
Students study vocabulary lessons each month, and Braille as well as other concepts are integrated in the lessons. Students learn at
their own pace.

FCB TECH TALK
Florida Council of the Blind (FCB) invites all Members throughout the state of Florida to participate in Tech Talk, a monthly get-together
for anyone who needs help with their computer and respective applications. John Richards, FCB 2nd Vice President and Chair of the
FCB Technology Committee, who organized this voice chat, says, "Please take advantage of this free tech support session. Have you
paid for tech support lately? If so, then you're aware of the cost."
Tech Talk takes place on the first Monday night of every month at 8 PM. To be a part of Tech Talk, grab a headset and microphone and
head to the FCB General Chat Room at the following link:

on your keyboard.
There are some Members of MFCB that are part of the FCB Technology Committee and they may even be able to help you. So if you

FCB E-MAIL DISCUSSION LIST AND VOICE CHAT ROOMS
Florida Council of the Blind (FCB) is proud to have its members throughout the state participate in a couple of ways on the Internet. The
FCB E-mail Discussion List is a way for members, locally and statewide, to express themselves freely on a variety of issues. These can
range from those on a local level to issues on a state or even national platform.
MFCB encourages all Members with E-mail and Internet access to sign up and participate in the various discussions as well as maybe
even starting a few. To sign up for the FCB E-mail Discussion List, and for more information about the List, go to the FCB website at

FREE DIRECTORY NUMBERS AND CELL PHONE TIPS
Directory assistance on a local telephone has been available free-of-charge for those who are blind and visually-impaired for quite
some time. However, regional and national directory assistance has not proved as inexpensive. And when it comes to use of cell or
mobile phones, it can be difficult to get a replacement if it is ever lost or stolen.
MFCB Member Sheila Young thought readers of THE MID-FLORIDA VOICE would be interested in the following information to make life
a little easier in these situations.

You can use them anytime, anywhere, and it’s free for everyone to use! The 373 number will not work from a pay phone; the other two
will.
Give them a try, especially if you use your cell and need a number! If you don't try them out, you'll pay dearly!
MOBILE PHONE TIPS
Here is something worth knowing if you have a mobile phone:
Have you ever wondered why phone companies don't seem interested in trying to prevent the theft of mobile phones? If you have ever
lost, or had one stolen, and if you are on a plan, you still have to pay the plan approximately up to 24 months, and you have to buy
another handset and enter into another contract. This is more revenue for the phone company.
There is a simple way of making lost or stolen mobiles useless to thieves and the phone companies know about it:
To check your mobile phone's serial number, key in the following on your phone: star-pound-zero-six-pound ( * # 0 6 # ) and a fifteen
digit code will appear on the screen. This is unique to your handset. Write it down and keep it in a safe place.
Should your mobile phone get stolen, you can phone your service provider and give them this code. They will then be able to block your
handset, so even if the thief changes the SIM card, your phone will be totally useless. You probably won't get your phone back, but at
least you know that whoever stole it can't use or sell it either.

SPECIAL PROGRAMS AT OCLS
The Orange County Library System (OCLS) will have many interesting events during the month of October. October is National Hispanic
Heritage Month, and all branch libraries of OCLS will be taking part to celebrate. Also, the blind and visually-impaired may find the
following programs of special interest during October.
On Saturday, October 14th, at 2 PM, "Dress for Career Success" will take place at the Herndon Branch Library, 4324 E. Colonial Dr.,
Orlando, FL 32803. Learn interviewing methods from communication and behavioral techniques to dressing with the intent to impress.
Join special guest speaker Jamie L. Yasko-Mangum, CIC of Successful Style & Image, Inc. as she conducts this seminar on getting the
job you want.
On Thursday, October 19th, at 10:30 AM, "Senior Crime Prevention Seminar: Healthy Credit - How to Protect Your Personal Information"
will take place at the North Orange Branch Library, 1211 E. Semoran Blvd., Apopka, FL 32703. Orange County Sheriff Office experts will
teach you how to keep your credit card information safe, when to use your credit card and what to do if your information has been taken.
Program participants will enjoy light refreshments. Stop by the Orange County Sheriff Office Help Desk following the program to sign up
for a free emergency cell phone!
And on Saturday, October 28th, at 2 PM, "Family Law: What You Need to Know" will take place at the Southeast Branch Library, 5575 S.
Semoran Blvd., Orlando, FL 32822. Learn the basics of Family Law from one of the Orange County Bar Association’s experts and
discover the resources that are available for families that cannot afford to hire an attorney. Reservations are required, so please call
(407) 835-7481 to reserve your space.

AN UPDATE ON MOPIX AVAILABILITY
MOPIX is the capability for a movie theater to show certain movies in formats for the visually-impaired and hearing-impaired to enjoy as
well. MFCB Members Nicole Hugues and Scott Larson have been experiencing this firsthand and have seen improvements to the
technology as it is becoming available at more theaters in Central Florida.
Here is Nicole in her own words on the latest with MOPIX for everyone to be aware of.
For approximately 2 years, Scott Larson and I have kept up on MOPIX. It has been a little while since we have written about it, so here is
some updated information.
The AMC West Oaks 14, 9415 W Colonial Dr., Ocoee, FL 34761, now has a MOPIX-equipped auditorium. It is Auditorium 6. To contact
this theater's customer service, call (407) 290-1265. This theater is located in the food court, between a pizza restaurant and the
carousel.
In addition, it is strongly recommended that if you have a computer or a phone service that can read e-mail that you sign up for the MOPIX
updates that come from WGBH. The reason for this is because recently, I had checked the list of movies that was available in MOPIX
and discovered that the movie that the AMC Pleasure Island 24, located at 1500 Buena Vista Dr., Lake Buena Vista, FL 32830, had told
me would be in the MOPIX-equipped theater, was not in description or closed-captioned.
Because Scott and I had wanted to take my friend Patricia, who works for MV Transportation, but is assisting me while my parents are
out of town, to the movies, I simply contacted the theater and talked with Brian, who was very nice. He said he would look in to it and call
me back. About 10 minutes later, he called me back and told me that the movie "Accepted" would be in the special-equipped theater.
This was great because Scott and I had never been to this theater.
If you are planning to go to this theater, I strongly suggest having a sighted person with you, as this theater has 2 lobbies. In addition,
Access Lynx can not take you directly to the door. It can drop you off next to Planet Hollywood, which is next to the theater, but it is very
busy there.
In addition, there is a new Regal movie theater in Kissimmee which has MOPIX. The name of the theater is the Town Loop Stadium 16,
located at 3232 N. John Young Parkway, Kissimmee, FL 34741. The phone number is (407) 343-0405.
To see all Regal movie theaters in a given state, visit http://www.regmovies.com. Scroll down
until you see a link that says "Open Caption and Descriptive Audio." Click on that link, then choose the 2-letter state abbreviation that
you want. Once you select that state, scroll down until you see the desired theater.
Nicole also wanted readers of THE MID-FLORIDA VOICE to be aware that WGBH has redesigned the MOPIX website and it should be
better for those who are visually-impaired to navigate. Please visit it at

MEMBERSHIP - from Jay Bader
Notes from Jay: The Annual MFCB Membership Drive is moving past its halfway point, with some positive response so far this year.
Done in cooperation with the Bureau of Braille and Talking Book Library Services in Daytona Beach, those mailers are sent with the
hope that there are those who receive it interested in becoming Members of MFCB.
There will be those who get this mailing that are already Members but please keep in mind that if you are a Talking Book subscriber in
Orange, Osceola or Seminole County, this will arrive. So if you know someone who you think may be interested in becoming a Member
of MFCB, or if they would like to donate to our organization, pass it along. Just as they do on the state level, donations are always gladly
accepted.
Renewals on current MFCB Memberships are being accepted, especially at the October General Meeting. These are $12.00 and

mail. The deadline for new Memberships or renewals on November 15th, 2006. If you cannot attend a General Meeting, or know
