MESSAGE FROM MFCB PRESIDENT SHELLEY JUSTICE

Hello, MFCB Members and Friends,

I am taking a moment of executive privilege and sending a different type of message to you in this issue. I promise it is only in this issue. Next time, a Member Profile will appear in THE MID-FLORIDA VOICE.

However, I am taking some medical transcription training at the Orientation and Adjustment Center at the present time. My plan was to take classes and work at the SAME time. It really didn't seem like such a difficult thing to do, yet I am finding it far more stressful than I thought it would be. I didn't complete a Member Profile, so I am submitting a bit of humor instead.

Many thanks to Sheila Young for sending this to me. I read it early this morning, and it gave me a real chuckle, which I desperately needed. For those of you, who have already seen it, enjoy it a second time. For those of you, who haven't, enjoy it for the first time. Hope it gives you a chuckle too.

Next issue, I will be under less stress, and it will be back to business as usual.

BUBBA HAD SHINGLES
Those of us who spend much time in a doctor's office should appreciate this! Doesn't it seem more and more that physicians are running their practices like an assembly line? Here's what happened to Bubba:

Bubba walked into a doctor's office and the receptionist asked him what he had. Bubba said: 'Shingles.' So she wrote down his name, address, medical insurance number and told him to have a seat.

Fifteen minutes later a nurse's aide came out and asked Bubba what he had.

Bubba said, 'Shingles.' So she wrote down his height, weight, a complete medical history and told Bubba to wait in the examining room.

A half-hour later a nurse came in and asked Bubba what he had. Bubba said, 'Shingles.' So the nurse gave Bubba a blood test, a blood pressure test, an electrocardiogram, and told Bubba to take off all his clothes and wait for the doctor.

An hour later the doctor came in and found Bubba sitting patiently in the nude and asked Bubba what he had. Bubba said, 'Shingles.' The doctor asked, 'Where?'

Bubba said, 'Outside on the truck. Where do you want me to unload 'em??'

I'm still laughing!!

MFCB SEPTEMBER AND OCTOBER GENERAL MEETING REVIEWS

22 Members and Guests were present at the MFCB General Meeting held on Saturday, September 6th, at William Booth Tower in downtown Orlando. 1st Vice President Patti Land conducted the Meeting in place of President Shelley Justice, who was unable to attend, and after the Pledge of Allegiance, Members and Guests were asked to introduce themselves.

Due to Recording Secretary Larry Turnbull not being able to attend, the Secretary's Report was approved to be waived until the October General Meeting. Once the Treasurer's Report was read and approved, Patti thanked New Members that were in attendance.

She then gave the opportunity for Committees to report. For the Membership Committee, Membership Secretary Jay Bader talked about the current MFCB Membership Drive and reminded Members that renewals are being accepted. Also, Members were reminded they need to let Jay know of any information changes as all Member information needs to be accurate. Then for Publicity and Publications, Jay, with a reminder from Patti, wants to make sure of any changes to newsletter formats of choice with Members.

For Transportation, 2nd Vice President Bill Freeman told that no Access Lynx changes are being made for now, but another increase in Lynx fares is possible. More meetings are forthcoming regarding any further changes with Lynx. Nicole Hugues mentioned the upcoming Lynx Public Hearings at Lynx Central Station as well as in Osceola and Seminole Counties. Members need to attend their local hearings. Patti and David Land also told of concerns about fixed route changes and their participation in attending meetings. Paul Hutsko expressed concern regarding the Lynx website as due to its recent re-design, it is not as accessible.

Leslie Spoone, reporting for the Fundraising Committee, briefly mentioned an upcoming raffle for a new Dell laptop computer. More details, especially on ticket prices, would be provided at the October General Meeting. No fundraiser was held during this meeting.

For Refreshments, Jackie Gideons thanked those who helped with September refreshments (David, Patti, Bill Freeman and Leslie) and those who served them (Gay Elliott, Pat Spoone and LaVerne, a friend of Jim Lamb). Paul Hutsko, as well as Bob Hunstman, will provide for October.

The Nominating Committee was then formed, including Patti as chair, Nicole Hugues, Paul Hutsko and Bill Freeman. Anyone interested in running for an office should contact anyone from the committee. The recommended slate of MFCB Officers is to be reported in October.

With no Old Business brought forth, under New Business, Patti mentioned further the plans for upcoming Laptop Computer Raffle. She then said that White Cane Day this year will be more about ongoing awareness. However, the National Federation of the Blind-Greater Orlando Chapter would plan on some activity. The Members in attendance agreed that MFCB will try and assist or participate as well.

New MFCB Member Roy Dubriel suggested that an event should be held in Kissimmee. Patti said an activity, such as a lunch, should take place there soon. She will inform Shelley of that.

Patti then talked briefly about the 2009 ACB Convention, which will take place July 4th - 12th at the Rosen Centre Hotel on International Drive. The ACB Local Host Committee is already working on its tasks. Jay mentioned some of the tasks that committee is currently doing, and Patti said we need Members to assist, especially with Volunteer and Information Desks. She added that there is "something everybody can do."

Nicole warned Members to be careful at bus stops. She told of her friend Donald being robbed at one. Patti also told Members to watch where their cell phones are used as well.

It was then announced that Joyce Hildreth has been appointed the new DBS Director. Patti said at LCF, Joyce has been a "good advocate and good employee." Dan and Leslie told of their personal experiences with Joyce.

After the Meeting adjourned, the following Door Prizes were given out, which were bags of Summer Items:

Bag 1: Gay Elliott
Bag 2: Jim Lamb

Congratulations to the Door Prize Winners!

30 Members and Guests were present at the MFCB General Meeting held on Saturday, October 6th, at William Booth Tower in downtown Orlando. President Shelley Justice led Members in the Pledge of Allegiance, and after Members and Guests were asked to introduce themselves, she reminded all in attendance to vote in the November General Elections.

Once the Secretary's and Treasurer's Reports were read and approved, Shelley then opened the floor for Committees to report. For the Nominating Committee, Patti thanked Nicole Hugues, Paul Hutsko and Bill Freeman for their work this year. She then announced the Recommended Slate of MFCB Officers for 2009:

President - Shelley Justice
1st Vice President - Leslie Spoone
2nd Vice President - Paul Hutsko
Recording Secretary - Larry Turnbull
Treasurer - Dan Spoone
Membership Secretary - Jay Bader

Patti also reminded Members that nominations can also be taken from the floor during Elections at the November General Meeting but recommended that the Members that could be nominated should be told first by those who wish to nominate before doing so.

She then reported for the Activities Committee that with New Members joining from Kissimmee, there would be a get-together at the new Perkins Restaurant at 1600 West Osceola Parkway (in the area known as The Loop) on Saturday, October 18th, at 12:30 PM. The Membership Committee will contact Members prior to then and for additional information, they can contact Patti or Jay.

For Sunshine, Sheila Young announced that New Member Bob Zitchick recently had surgery, which is the reason he and his son David could not attend this Meeting. She asked that Members keep him in their thoughts.

For the Transportation Committee, 2nd Vice President Bill Freeman said that Lynx fixed-route fares have been increased to $2.00, which means that Access Lynx fares for ADA riders within 3/4 mile from a bus stop could be raised to $4.00, which outside 3/4-mile riders may see fares jump to $8.00. Roy Dubriel expressed concerns about inaccessible bus stops in his area, which prevent him from effectively using the fixed-route system. Bill recommended to e-mail those concerns directly to Lynx, while Sheila reminded Members to show up at Lynx Board Meetings as well. Nicole said that a memo has been sent to all Access Lynx drivers to assist wheelchair users if you ask them.

Before any further Committee Reports were made, Shelley asked Sheila to tell Members about a White Cane Event that is scheduled. Sheila said that on Friday, October 17th, at 9 AM, a "Meet the Blind" at Orlando City Hall would give blind and visually-impaired persons the opportunity to visit with Orlando City Commissioners. It would be an "education meeting." Members can call Sheila for more information.

Then for the Membership Committee, Membership Secretary Jay Bader thanked all Members who have either joined MFCB for 2009 or renewed already for next year. He said that for those who have not renewed yet, the deadline is November 15th. Also, Shelley reminded Members they need to let Jay know of any information changes, including changes to newsletter formats, as all Member information needs to be accurate with FCB. In addition, for Publicity and Publications, Jay urged Members to become more involved in the Newsletter, especially to submit articles. Shelley added that if there is no participation in THE MID-FLORIDA VOICE, it may be considered to end its publication.

Leslie Spoone, reporting for the Fundraising Committee, told Members of an MFCB Raffle for a new Dell laptop computer. Tickets are $1.00 each. The anonymous donator of the laptop has told her that if the winner is visually-impaired, any software access technology (screen reader or magnifier) will also be paid for. The drawing of the winner will take place at the Annual Holiday Luncheon in December. Leslie encouraged Members to buy and sell tickets, as all proceeds from the Raffle benefit MFCB.

For Refreshments, Jackie Gideons thanked those who helped with October refreshments (Paul Hutsko and Bob Hunstman) and in November, pizza will be provided from Pizza Hut.

With no Old Business brought forth, under New Business, Shelley mentioned the ongoing work of the ACB Local Host Committee for the 2009 ACB Convention, July 4th - 12th at the Rosen Centre Hotel on International Drive. Sheila said that drivers are needed for the ACB Board Meeting in November and asked Members to contact her if they know anyone interested. Jay added that he and Recording Secretary Larry Turnbull were working on snacks and refreshments for a Mixer to be held near the end of the Board Meeting. He recommended Members contact them with any additional ideas.

After the Meeting adjourned, Patti introduced Guest Speaker Tom Porter from ITN Orlando, an alternative to paratransit and cab rides. He talked about the Independent Transportation Network and its services for seniors as well as adults who are blind and visually impaired. Tom said that while services are currently not outside Orlando, the more members and riders to ITN, the more volunteers that could be provided and the more community support can be sought for making its services more widely available.

Once the presentation ended, the following Door Prizes were given out, which were bags with a Halloween theme:

Bag 1: Elizabeth Bouyer
Bag 2: Donald Wilson

Congratulations to the Door Prize Winners!

JOYCE HILDRETH APPOINTED NEW DBS DIRECTOR

The position of Director of the Florida Division of Blind Services (DBS) has been filled by a person who needs no introduction to Members of MFCB. Joyce Hildreth, who has been with Lighthouse Central Florida for many years, most recently as its Chief Operations Officer, was announced to the position in late August. She began serving on September 8th.

MFCB is proud that one of its Members was selected, and even though we are losing a Member, all blind and visually-impaired people throughout the state of Florida are gaining an ally. Our organization, along with the Florida Council of the Blind, wish Joyce the very best and look forward to improvements in the quality of services offered by DBS.

We again congratulate Joyce Hildreth in becoming Director of the Florida Division of Blind Services.

UPDATE ON ACCESSIBLE CURRENCY SITUATION

After the U.S. Department of the Treasury decided not to file any further legal action in the case American Council of the Blind (ACB) v. Paulson, where originally in late 2006, U.S. District Court Judge James Robertson found in them in violation of Section 504 of the Rehabilitation Act, things have been moving along in Washington, D.C. As ACB Executive Director Melanie Brunson reported to the ACB Membership in late September: "A status conference was held on Sept. 4th in Judge Robertson's court, during which he made it clear that he will not brook any unnecessary delay in the process of determining the remedies to be ordered, or their implementation by the government of the United States. The process may take some time because of the many factors that must be considered in determining the most effective manner by which banknotes will be made distinguishable by people who are blind and visually impaired. However, this judge made it clear to both sides in this case that he is serious about getting it done!"

This became more apparent when ACB issued the following Press Release:

Court Says Next Gen Currency Must Be Accessible to the Blind

WASHINGTON, Oct. 6th, 2008 - Late Friday afternoon, the American Council of the Blind (ACB) was advised that District Judge James Robertson had rendered his final order in the historic case in which the Council sought currency that is independently identifiable by people who are blind.

Judge Robertson ruled:

1. IT IS ORDERED AND ADJUDGED that the defendant has violated Section 504 of the Rehabilitation Act by failing to provide meaningful access to United States currency for blind and other visually impaired persons.

2. IT IS FURTHER ORDERED AND DECREED that defendant take such steps as may be required to provide meaningful access to United States currency for blind and other visually impaired persons, which steps shall be completed, in connection with each denomination of currency, not later than the date when a redesign of that denomination is next approved by the Secretary of the Treasury after the entry of this order and judgment.

3. This Order and Judgment does not apply to the one-dollar ($1) note, and does not require the defendant to make any changes to the one-dollar ($1) note. This Order and Judgment does not apply to changing the Series year or the signatures of the Secretary of the Treasury or the Treasurer of the United States on each note, nor to changing the machine-readable features on the notes that are not visible to the naked eye. Notwithstanding paragraph 2 above, given that the defendant is currently engaged in implementing a redesign of the $100 note ("the NextGen $100"), the defendant need not comply with paragraph 2 above in connection with the NextGen $100 note until the date when another redesign of such denomination is next approved by the Secretary of the Treasury after the redesign that is currently in progress.

4. The defendant shall file periodic status reports describing the steps taken to implement this Order and Judgment. The first such status report shall be filed no later than March 16th, 2009, and each succeeding report shall be filed every six months thereafter, until the defendant has fully complied with this Order and Judgment.

ACB President Mitch Pomerantz said, "This has been a very long time in coming, but it is certainly worth the wait. The decision has monumental ramifications for people all across this country who are blind or visually impaired."

ACB brought suit against the United States Department of the Treasury in 2002. This action was taken after many attempts over several years to get the Treasury Department to address the concerns of this nation's blind community. People who are blind have no means of independently distinguishing between a one-dollar bill and a hundred-dollar bill. Since more than 180 other countries around the world have made such identification possible by their citizens, and since cash plays such a central role in American life today, it was felt that legal action to address this fundamental issue was imperative. ACB believes that this action, taken on behalf of its more than 20,000 members, was vindicated by the Court's decision.

MFCB continues to be encouraged that U.S. currency will be accessible sooner than later. While there is still a long road ahead, it is now inevitable that all blind and visually-impaired Americans will be able to clearly distinguish different denominations of paper currency without the need of either human or electronic assistance.

FCB E-MAIL DISCUSSION LIST AND VOICE CHAT ROOMS

Florida Council of the Blind (FCB) is proud to have its members throughout the state participate in a couple of ways on the Internet. The FCB E-mail Discussion List is a way for members, locally and statewide, to express themselves freely on a variety of issues. These can range from those on a local level to issues on a state or even national platform.

MFCB encourages all Members with E-mail and Internet access to sign up and participate in the various discussions as well as maybe even starting a few. To sign up for the FCB E-mail Discussion List, and for more information about the List, go to the FCB website at http://www.fcb.org and go to the link for "FCB E-mail Discussion List Information and Instructions."

And FCB has 2 improved voice chat rooms for members of the organization. One of these is for General chat, the other is for the FCB Board and its respective committees to meet. Everyone is invited to sit in on these chats, especially to participate with those in the General chat room.

ACB CONVENTION 2009 IN ORLANDO - THE CONVENTION EXPERIENCE

MFCB Members and Friends, you may now make individual reservations for the 2009 ACB National Convention. It will take place July 4th through July 12th at the Rosen Centre Hotel here in Orlando. The hotel's address is 9840 International Drive, Orlando, Florida 32819, which is just north of Sea World. The phone number at the Rosen Centre Hotel is (407) 996-9840 or call toll-free at 1-800-204-7234.

However, please only reserve a room IF you truly have plans to attend. The practice of reserving rooms just in case you decide to spend a week with ACB causes problems such as those experienced by many in 2006 in Jacksonville and 2007 in Minneapolis, and can result in enormous additional costs to ACB. Rates are $83.00 single/double plus tax. Add $10.00 for each additional person in a room.

As we wind down 2008 and prepare for the New Year, here's just a small idea of what the ACB Convention Experience is all about.

Members of the American Council of the Blind, from throughout the United States and around the world, converge every year for over a week of fun and commitment to ACB. It begins with tours that for 2009 start July 3rd. Then on America's birthday, July 4th, Exhibits will open that last until midweek (more on those in a moment), along with some of the various ACB Committees and Special Affiliates beginning their hard work that will continue into the week, and it is all capped off in the evening by the Welcome to Orlando Party, where Members of MFCB and the Florida Council of the Blind are planning a get-together that involves more than just a few fireworks.

Once everyone in ACB has been welcomed to the City Beautiful, the business of our national organization begins with Opening Ceremonies on Sunday, July 5th, featuring a President’s Report that should be encouraging to all who attend, as well as those who listen to Convention Coverage worldwide on ACB Radio. During the next 5 days, ACB then holds daily General Sessions, which usually has guest presentations, voting on Resolutions and any Constitutional and By-Laws amendments. The sessions finish the following Friday, July 11th, with Elections of Officers for ACB who will serve for the next 2 years.

As mentioned earlier, another aspect of the ACB National Convention is the Exhibit Hall. Usually running from Saturday through Wednesday, Members can check out the ACB Store, where many items can be purchased, from polo shirts to luggage tags and too many others to mention, technology vendors showing the latest offerings, guide dog schools, library and government agencies who offer their services, and even blind and visually-impaired business owners selling their own products. And while either in the Exhibit Hall or just walking from one place to another during the Convention, it is a great opportunity to meet blind and visually-impaired people you may never have met in any other atmosphere. Who knows, you may make a friend for life at an ACB National Convention.

There is plenty more to an ACB National Convention, such as special workshops to attend during the week, the ACB Friends in Art Showcase, the Board of Publications' Candidates Forum on Thursday night and the ever-popular ACB Banquet that formally ends the Convention Week. However, it is our hope that as we get closer to welcoming the 2009 ACB Convention to Orlando, MFCB Members will consider spending at least one day during that time and experience it for themselves. The ACB Local Host Committee encourages Members to let their friends know about it as well.

More on the upcoming 2009 ACB National Convention in the next issues of THE MID-FLORIDA VOICE.

BLINDNESS TO LIGHT - by Anna Meeks

(Editor's Note: Anna Meeks is a New Member to MFCB. We are very happy that she chose to become a Member and look forward to her being one for a long time to come. This is a submission by Anna as she wanted to briefly introduce herself to readers of THE MID-FLORIDA VOICE.)

My name is Anna Meeks, I joined the Mid-Florida chapter of ACB in October after being legally blind since I was 17-years-old. This is a brief summary of my life with blindness.

Having a significant altering life change such as blindness is hard at any age. At the age of 17-years-old, I was driving my power wheelchair down a busy hall in high school. To make a long story very short, I fell and hit the back of my head on a metal pole and once I regained consciousness, I could not see. Even though my total blindness only lasted a week, the experience was very frightening. Needless to say, my teenage years were not easy.

In 1996, I met many people throughout the blind community who finally realized I had some residual vision and decided I needed some help. I met many people who graciously accepted me, despite the fact that I am not totally blind, unlike them, and as teenager and adult who has to adjust to daily fluctuating vision, I want to sing the praises of these individuals. I want to thank all of you for turning blindness to a light for me instead of the darkest times.

Thank You,

Anna Meeks
