MESSAGE FROM MFCB PRESIDENT SHELLEY JUSTICE
Hello MFCB Members and Friends,
I am writing this message on Valentine's Day; so even though you will be reading it after the fact, I wish you each a belated happy
Valentine's Day.
I have been sitting here trying to decide what to write in this message to my members. I have started this President's Message several
times, changing the subject each time. Suddenly, I had this idea and I have made an executive decision. I have decided to stop writing the
"President's Message" as you are used to seeing it.
Years ago, in our old newsletter name of "Mumbles", there was an interesting column. I can't honestly remember what the column was
called, but it profiled a chapter Member in each issue. Our state newsletter has a similar column called Spotlight.
As your chapter President, I have decided to revive that idea. Beginning with the May-June 2008 issue, I shall pick a Member at random,
contact that Member and get some info from him/her. This project has been rattling around in my brain for quite some time. I wanted to
revive the column; but I hadn't thought of making it my President's column until just this hour, as I was trying to decide what to write
about.
My thinking is that perhaps this will help us know each other a little better. As a member of the Membership Committee, I noted names on
the roster and realized that I knew absolutely nothing about some of those Members. In some cases, I couldn't even recall meeting them.
This is very sad. As members of an advocacy group, we should at least know a little about one another.
Therefore, in each issue of the MID-FLORIDA VOICE, there will be a brief Member Profile on someone. Be prepared, as one of these
months, I will be calling you! I'll save my editorials, if I have any, for the Meetings. Who knows? Maybe if we know each other a little better,
attendance at General Meetings will go up.
In the meantime, take care and be safe. I look forward to seeing you all at the March and April General Meetings.

NEXT MFCB GENERAL MEETINGS
The next General Meetings of MFCB will be at William Booth Tower, 633 Lake Dot Circle, Orlando, FL, 32801, on Saturday, March 8th, and
Saturday, April 5th, 2008, from 12:00 PM to 2:00 PM. The phone number at William Booth Tower is (407) 843-5533. It is highly
recommended that if anyone uses paratransit, please plan your rides accordingly.
As of the time this issue went to press, there is no Guest Speaker scheduled for these General Meetings. However, there may be some
discussion that could take place that could be of prime interest to many Members. For more information, please contact 1st Vice

MFCB JANUARY AND FEBRUARY GENERAL MEETING REVIEWS
28 Members and Guests attended the MFCB January General Meeting on Saturday, January 5th, at William Booth Tower in downtown
Orlando. After the Pledge of Allegiance, MFCB President Shelley Justice asked those in attendance to introduce themselves and
especially tell about how each spent time during Christmas and the New Year.
After the Secretary's and Treasurer's Reports were read and approved, Leslie Spoone announced for the Fundraising Committee that the
January fundraiser would be a 50/50 Raffle. Sheila Young suggested MFCB buy Access Lynx tickets for a future fundraiser. Leslie asked
Sheila to call her about that.
For the Membership Committee, Membership Secretary Jay Bader said that the 2008 MFCB Phone Rosters would be ready no later than
the March General Meeting. He also urged Members who receive THE MID-FLORIDA VOICE via e-mail not to reply to the Newsletter
e-mail. Instead, he reminded Members, as was told at the November 2007 General Meeting, that the MFCB Executive Board should be
contacted with any concerns about the Newsletter.
Then 1st Vice President Patti Land announced for the Activities Committee that there would be a January activity. It would be a lunch, to be
held at the Friendly's Restaurant location by the University of Central Florida, from 10:30 AM to 12 NOON on Saturday, January 26th. The
Membership Committee would be contacting Members for a head count in order that Patti can make the reservation.
With no further committees reporting, Shelley then reviewed the chairs for each committee. It was decided that all current chairs would
remain for the respective committees, with the exception being the Transportation Committee. 2nd Vice President Bill Freeman was
chosen to be chair, replacing Nicole Hugues.
During this committee review process, it was also announced that the Membership/Telephone Committee would now be known simply a
the Membership Committee, in order to comply with the regulations noted in the FCB Policy Manual. Also, Leslie asked Members that if
they have any fundraising suggestions to contact her at (407) 671-3660. And it was decided that Members would be responsible for
bringing their own refreshments to the General Meetings; however, refreshments would be made available to anyone who requests before
each Meeting. Refreshments Coordinator Jackie Gideons thanked Leslie, Sheila and also Kirk Harmon (who was a Guest at the Meeting)
for their help with January refreshments.
Under Old Business, talk first focused on the brick MFCB is to purchase for inclusion at Lighthouse Central Florida (LCF). At an earlier
General Meeting, Members voted for the purchase but with no set amount decided, Sheila reported that the cost is now $250.00. She
made a motion again for MFCB to purchase the brick but that was ruled unnecessary. After further discussion, Shelley appointed Sheila to
a special committee to further follow-up on this situation with LCF and report back with wording to be considered at the February General
Meeting.
Shelley then continued talk about the charter bus being considered for transportation of Members to the 2008 FCB Convention in
Jacksonville this May. She needs to know if MFCB wants seats on the bus, especially since it leaves on the Thursday of the Convention
and returns Sunday (the dates are mentioned later in this Newsletter). Treasurer Dan Spoone made a motion for MFCB to fund up to 6
Members to go on the charter bus for this year's FCB Convention, which was approved.
For New Business, Sheila reminded Members about what was printed in the January-February 2008 issue of THE MID-FLORIDA VOICE:
with the Bowl-A-Thon taking place on Saturday, February 2nd, she needs to know how many Members are interested in participating. After
6 Members expressed interest, Sheila made a motion for MFCB to pay for those Members to bowl at the registration fee of $15.00 per
person, which would total $90.00. That motion was approved. Chuck Graham, President of the Carter Family Blind Bowling League who
was also a Guest at the Meeting, also talked about the prizes being awarded at the Bowl-A-Thon.
Before the Raffle was drawn, Patti announced that she has free Braille calendars for 2008 available. Any Member who was interested
could see her after the General Meeting, as there was a program to take place afterward. Then the 50/50 Raffle was held, which raised
$63.00. 2 prizes were awarded, with Kirk Harmon winning $20.00 and Dan Spoone the winner of $13.00.

18 Members and Guests attended the MFCB February General Meeting on Saturday, February 2nd, at William Booth Tower in downtown
Orlando. After the Pledge of Allegiance, MFCB President Shelley Justice asked those in attendance to introduce themselves. She also
announced that with the 2008 FCB Convention approaching, Members should get involved further in selling Raffle tickets. Shelley would
like each Member to at least buy or sell 5 of them.
After the Secretary's and Treasurer's Reports were read and approved (with Membership Secretary Jay Bader reading the Secretary's
Report on behalf of Recording Secretary Larry Turnbull, who was unable to attend), Treasurer Dan Spoone made 2 motions: one was for
MFCB to give Larry and Jay checks for $50.00 each for donation to the upcoming Southeastern Guide Dogs' Walk-A-Thon in March, the
other for $100.00 to be given to Booth Towers for their allowing of MFCB to continue to hold its General Meetings in its location. Both
motions were approved.
Shelley then opened the floor for committees to report. For the Fundraising Committee, Leslie Spoone announced that 2 prizes would be
awarded, one with a box of Valentine's Day chocolates and the other having $10.00 in cash. She also reminded Members that if they
would like to assist her in fundraising, they can do so, especially to "give from your heart." Jim then said he will take 50 Raffle tickets,
which Shelley said would be given to him after the General Meeting.
Membership Secretary Jay Bader then said for the Membership Committee that the 2008 MFCB Phone Rosters are just about prepared
and would definitely be ready by the March General Meeting. He also announced for the Publicity and Publications Committee that he has
not received many submissions for THE MID-FLORIDA VOICE. Jay reminded those in attendance that the Newsletter is the Members'
Newsletter, and that cannot be forgotten.
Then for the Activities Committee, 1st Vice President Patti Land announced there would not be an activity for February. However, plans are
being worked on for a March activity.
With no further committees reporting, it was time to move into Old Business. There was no update to provide concerning the FCB
Convention Charter Bus, so talk continued about the brick MFCB is purchasing for inclusion at Lighthouse Central Florida (LCF). Sheila
read 3 possible sayings for what would be carved into the MFCB brick. After Sheila and Shelley said which one they liked best, Jay made a
motion to approve that same one, which was approved. The MFCB brick at LCF would read, "We support LCF - Mid-Florida Council of the
Blind - February 2008." Dan then announced he would get the check for $250.00 to pay for it to Sheila.
Shelley then reminded Members about the Bowl-A-Thon that would take place later that day in Winter Garden for the Carter Family Blind
Bowling League. A review of the 6 Members who would bowl on behalf of MFCB was done, with an added mention that, as in previous
years, a pin count would be tracked for MFCB in competition with those representing the National Federation of the Blind-Greater Orlando
Chapter (NFB-GOC).
For New Business, Sheila and Shelley talked about a project they were invited to participate in. Disney is running a trial of audio
description at Epcot that, if successful, can be implemented throughout the parks of Walt Disney World. After discussion of the strengths
and weaknesses of the current trial, Shelley recommended that if anyone is interested in using the audio description devices at Epcot,
they can contact Mark Jones, head of Disability Services at Epcot. It was agreed by those in attendance that this would make Disney even
more attractive for ACB when it holds its National Convention in Orlando in 2009.
Sheila also told Members about the LCF Sight & Sole Walk, which is scheduled for Saturday, March 29th, at Crane's Roost Park in
Altamonte Springs. She hopes that MFCB can put together a team of walkers for the event and reminded Members that registration is
$25.00 per person.
Before the Raffle was drawn, Shelley made a motion that due to Larry and Jay participating in the Southeastern Guide Dogs' Walk-A-Thon
on March 1st, the next MFCB General Meeting be moved to March 8th. That motion was approved. Then the Raffle was held and raised
$29.00. Elizabeth Boyer won the $10.00 while Jay Bader won the box of Valentine's Day chocolates. Both were within large
football-shaped chip dishes.
The following Door Prizes were awarded, each of them being grab bags with a Valentine's Day theme:

Patti then moderated a program that allowed MFCB Members to share stories with each other. These were stories about love, romance
and relationships in honor of Valentine's Day. Prizes were considered for best, funniest, most romantic, dependent on the stories heard.
Plenty of laughs and fun was had by all who participated.

ACCESSIBLE PEDESTRIAN SIGNALS IN ORANGE COUNTY AND ORLANDO
In the January-February 2008 issue of THE MID-FLORIDA VOICE, we reported that the first Accessible Pedestrian Signal (APS) installation
for an intersection was completed at University Boulevard and Dean Road in east Orlando. Since then, 2 more intersections have has
APS installed, both in interesting parts of the Orlando area.
The first of the 2 latest installations of APS is at the intersection of University Boulevard and Goldenrod Road, east of Winter Park. This
was completed in mid-January 2008. As you will find out in the next section of THE MID-FLORIDA VOICE, this intersection is a little
different from the one at University Boulevard and Dean Road but is still one that will be interesting for pedestrians, sighted and
non-sighted, to cross.
The other of the new installs is at the intersection of Magnolia Avenue and Marks Street on the north side of downtown Orlando. This is the
first installation of APS in the downtown area, and it is one that may more frequently used, given that there is a senior citizen facility near
that intersection. It was completed in February 2008.
MFCB is proud that APS is finally beginning to see the light of day in our area. However, there is much work left to do in making sure the
installations are done properly and with further involvement of the disabled community in the process. MFCB urges its Members to contact
the Pedestrian Traffic Engineers in their local area to provide feedback on APS and suggest what intersections can next have this valuable
technology installation to assist in dealing with pedestrian crossings that otherwise may be especially challenging.

REVIEW OF FIRST APS INSTALLATIONS IN ORANGE COUNTY
University Boulevard is a road that links Winter Park to the University of Central Florida. Through the feedback of people in the disabled
community in the Orlando area, Accessible Pedestrian Signals (APS), which are valuable assistants in better crossing traffic intersections,
have been installed at 2 intersections along this road. While eventually every intersection should have APS, this is at least a beginning for
our area, and here is an idea of how these installations have turned out at the time of this issue.
The first APS installation, which was completed in December 2007, is at University Boulevard and Dean Road. This is in east Orlando, not
far from UCF. This is a wide intersection, since University itself is a 6-lane highway and Dean is 4 lanes. Each direction at the
intersection has a left-turn lane.
There are 2 devices on each corner pole, one for each direction of crossing the intersection. The poles where the APS devices are placed
are concrete and wide. When the intersection was visited shortly after the completion of the APS install, there was a surprising discovery:
the 2 APS devices on each pole were installed on the same side of the pole!
Why is that surprising? When you notice the device, there is a raised arrow pointing in the direction you would cross. And these are older
concrete poles, so the sides do not necessarily fall in line with the pedestrian crossings themselves. As a result, with 2 arrows pointing in
different directions on the same side, you could find it confusing to know which device would correspond with the street being
crossed.
The benefit of APS initially is that each device emits a locator tone. This tone allows you to find the device to activate for the walk signal
and is loud enough to be easily heard with this intersection.
Loudness is also something that has to be dealt with in another way. When one crosses in any direction, due to traffic flow, you lose
hearing of the APS signal during the crossing when you read a third of the way into it. After two-thirds of the way across, the hearing of the
APS returns. Considering local noise regulations, this may be something that could be challenging to improve. However, considering the
importance of APS itself, it would be recommended to raise the volume level of APS so it can be consistently heard throughout the
crossing in either direction, in addition to what can be heard at each corner.
A third concern with the University-Dean APS regards something that is not just a disabled issue. The walk signals at the intersection run
about 30-35 seconds. That is a challenge to cross 4 or 6 lanes in that time even without a left turn lane! Timing of the signals
themselves should be lengthened accordingly, especially for those with disabilities, to something more realistically manageable, such at
45-60 seconds or maybe even longer.
One last concern is one that can be easily done. APS devices can, like screen readers on computers, have its verbosity adjusted. In other
words, you can hear as little or as much information as possible about the road being crossed and direction of the crossing. In this case,
when at an intersection you want to cross, it is best to have more information than less. The APS installation at Orange Avenue and New
Hampshire Street near Lighthouse Central Florida, which was one completed as a test to see how APS can truly be implemented, is an
example of what can be done if done properly for information. The University-Dean installation does not really provide such information
that would be valuable to anyone, not just the disabled.
The second APS installation on University Boulevard was completed at Goldenrod Road in January 2008. Goldenrod is a different 4-lane
intersection, with its walk signals on smaller steel poles than what exists at Dean Road. However, it is not fair to give a proper review of it
at this point as when it was visited shortly after completion, the APS devices were not even working. Hopefully, Traffic Engineers will
resolve the issue so that they are not just decorations at the intersection. One good comment about the placement of the devices is that
each device is correctly placed so that the raised arrows point in the direction of the crossing.
Orange County Traffic Engineers have been contacted and given feedback on these APS installations. Dianne Ketts, chair of Central
Florida Advocates for Accessible Public Rights-of-Way (CFA), has also met in the field with Kevin Miller of the Orange County Department
of Transportation to express concerns regarding these installs. MFCB applauds Mr. Miller and Orange County for their efforts to begin the
long-awaited process of having APS in our area. At the same time, APS needs to be done properly and with the participation of those in
the disabled community who especially will use it effectively.
It is the hope of MFCB that once the disabled are further involved from the beginning of any APS installation, these will be done in the best
ways possible for anyone to better cross a traffic intersection.

SIGHT & SOLE WALK FAST APPROACHING
Since 1976, Lighthouse Central Florida (formerly the Center for Independence, Technology & Education - CITE) has served adults
and children with low vision and blindness by providing professional rehabilitation and training programs in Orange, Seminole, Osceola,
Lake and Sumter counties. LCF is the sole non-profit provider of comprehensive vision rehabilitation services in the Central Florida area.
For many of those years, MFCB has worked with LCF on many projects and participated in many activities it has planned, and one of them
is the Sight & Sole Walk, an annual fundraiser which benefits LCF.
MFCB Member Sheila Young is especially keeping busy as we prepare for this year's event. She wanted Members to be aware of what our
chapter is planning to do.
Once again, it is that time and we are going to form a team to walk in the Sight & Sole Walk fundraiser for Lighthouse of Central
Florida on Saturday, March 29th, at Crane's Roost Park, located in Altamonte Springs behind the Altamonte Mall.
If you are interested in walking, we would love to have you join us for a fun morning and afterwards, we plan to have lunch at the restaurant
located at Crane's Roost.
If you wish to walk and would like a t-shirt, it is $25.00 to register or if you just want to contribute to the team, we will accept any donation
you care to give. Please contact Sheila Young at (407) 999-8929 and let her know if you care to walk, donate, or just want to join us for
lunch after the walk is over.

FCB E-MAIL DISCUSSION LIST AND VOICE CHAT ROOMS
Florida Council of the Blind (FCB) is proud to have its members throughout the state participate in a couple of ways on the Internet. The
FCB E-mail Discussion List is a way for members, locally and statewide, to express themselves freely on a variety of issues. These can
range from those on a local level to issues on a state or even national platform.
MFCB encourages all Members with E-mail and Internet access to sign up and participate in the various discussions as well as maybe
even starting a few. To sign up for the FCB E-mail Discussion List, and for more information about the List, go to the FCB website at

And FCB has 2 improved voice chat rooms for members of the organization. One of these is for General chat, the other is for the FCB

2008 FCB ANNUAL CONVENTION COMING UP IN MAY
It is never too early to plan for the FCB Annual Convention, and the 2008 one is no exception. The 2008 FCB Annual Convention will take
place Thursday, May 15th, through Sunday, May 18th, at the Holiday Inn Airport Jacksonville, 14607 Duval Road, Jacksonville, FL 32218.

The room rate for the 2008 Convention is $85.00 per night. There are many exciting programs and special events being planned for this
Convention. Details on the 2008 FCB Annual Convention will be printed in the next issue of THE MID-FLORIDA VOICE; however, it is
recommended to check the FCB website at http://www.fcb.org for a complete listing of what will be
scheduled for this year's Convention prior to the next Newsletter.
We hope to see many MFCB Members and more in Jacksonville!

ACCESSIBLE VOTING UPDATE
As many of you have been following the actions of our state affiliate, the Florida Council of the Blind (FCB), as well as the Florida Voters
Coalition, accessible voting in the state of Florida will be experiencing changes in the future as a result of Governor Charlie Crist
mandating that all counties begin using optical-scan voting equipment. Given the fact that many counties, including Orange, Osceola and
Seminole, purchase accessible voting equipment in 2006, those changes may not be happening quickly. Here is what Bill Cowles,
Orange County Supervisor of Elections, says about this:
"There really is no change to the disability voting equipment until the year 2012. Then is when the touch screens with audio ballots will no
longer be used. Of course, the legislature can change that or new technology will introduce something newer/better. AutoMark is certified
in the state. Currently it's an option until 2010. Also, the AutoMark company was recently purchased by ES&S and will be under going a
major overall.
The message is simple for the fall 2008 Elections. No change in any of the three counties."
While FCB urges all its chapters to express its concern that touch-screen equipment should not even be accepted by the disabled,
especially since it is no longer acceptable to the sighted community, MFCB understands and appreciates our local Supervisors of
Elections concerns regarding what is now a transitional period with accessible voting. We look forward to continued dialogue with each
Supervisor and feel confident that our votes will count just as much as everyone else's. MFCB encourages its Members continue to cast a
secret, independent ballot at the polls.

BOWL-A-THON AGAIN A SUCCESS
MFCB was again proud to be part of the Carter Family Blind Bowling League Bowl-A-Thon, which this year took place on February 2nd in
Winter Garden. MFCB Member Sheila Young was there that night and recently received a special message about the event. Sheila wanted
to pass along the following.
"On behalf of the Blind Bowlers League, I would like to once again, take this opportunity to thank all that came out to participate in our
Bowl-A-Thon to benefit the Blind Bowling League. Because of all of the efforts put forth, we were able to raise $2400 to put towards our trip
to our national convention in St. Louis. It is because of the yearly support that we are able to do so, and I thank you.

And even though MFCB and NFB-GOC did not keep track of the team's pins knocked down this year, everyone bowled for fun as well as for
the Carter Family Blind Bowling League. MFCB wishes all the best to the Carter Family Blind Bowling League in their participation at the
upcoming St. Louis convention.

The 2008 MFCB Telephone Roster is being distributed during the months of March and April. It is available via e-mail, Large Print,
Cassette and Braille. The e-mail and cassette versions will be sent either before or with this March-April issue of THE MID-FLORIDA
VOICE.
There will also be some cassette copies, as well as Large Print and Braille versions, available at the March and April General Meetings. If
you are unable to attend either of these meetings, please contact me as soon as possible to make arrangements for a copy to be mailed.
Please be aware that it may take time to prepare the mailings.
Also, a reminder that this year, THE MID-FLORIDA VOICE has become a bi-monthly publication, and we are hopeful that whoever reads it
will continue to appreciate it, even with the lesser amount of issues. As MFCB President Shelley Justice has said previously, please feel
free to contact any MFCB Officer with your feedback, and for those who receive THE MID-FLORIDA VOICE by e-mail, please do not reply to
the Newsletter.
